PTEC + PTRC for your payroll compliance, filed right.
Professional Tax is a state-level tax under Article 276 of the Constitution, capped at ₹2,500 per person per year. Every business needs PTEC (for the entity + directors) and PTRC (to deduct PT from employees). Governed by state Acts — Maharashtra 1975, Karnataka 1976, and 17 others. Key 2025-26 amendments: Karnataka threshold raised to ₹25,000/month (April 2025), Maharashtra revised some PT compliance dates in early 2026 — we track the current dates for you. We file both certificates in 3-7 working days and integrate them into your payroll from Day 1.
- State-specific portal filing (MahaGST / e-PRERANA / etc.)
- PTEC + PTRC applications (both, where required)
- Form-I + Form-II documentation prep
- Certificate issue in 3-7 working days
- Payroll PT slab mapping (state-wise)

What is Professional Tax and why every payroll-running business needs it
In one line: state-level tax on employment income — you need PTEC for the entity/directors and PTRC to authorise PT deduction from employees.
Professional Tax (PT) is a direct tax levied by state governments on income earned from salary, profession, trade, or employment. Despite its name, it applies to any earning individual — receptionists, CFOs, freelancers alike.
Constitutional basis: Article 276 of the Constitution empowers states to levy PT. Article 276(2) caps annual PT at ₹2,500 per person — no state can charge more, regardless of income.
Two distinct certificates:
- PTEC (Enrollment Certificate): For entity + directors + self-employed — ₹2,500/year each
- PTRC (Registration Certificate): For employer to deduct PT from employees' salaries
19 states levy PT in 2026: Maharashtra, Karnataka, West Bengal, Andhra Pradesh, Telangana, Tamil Nadu, Gujarat, Madhya Pradesh, Kerala, Assam, Bihar, Jharkhand, Meghalaya, Tripura, Sikkim, Chhattisgarh, Manipur, Mizoram, Nagaland.
States/UTs that do NOT levy PT: Odisha (abolished from 1 April 2026), Uttarakhand, Delhi, Uttar Pradesh, Haryana, Punjab (which charges a separate State Development Tax instead), Rajasthan, Himachal Pradesh, J&K, and most UTs.
Key 2025-26 amendments:
- Karnataka: Exemption threshold raised from ₹15K to ₹25,000/month (1 April 2025)
- Maharashtra: some PT compliance dates were revised in early 2026 — we track the current dates for you
Choose PT registration if you...
- You're an employer with staff in Maharashtra, Karnataka, West Bengal, TN, AP, Telangana, Gujarat, or MP — PTRC mandatory to deduct + deposit PT from salaries
- You're a self-employed professional, freelancer, doctor, lawyer, CA, consultant, or business owner in a PT state — PTEC mandatory to pay your own PT
- You run a private limited company, LLP, or partnership — entity itself needs PTEC even before hiring first employee
- You have directors drawing remuneration — separate PTEC required beyond employee PTRC
- You operate in multiple states that levy PT — separate PTRC per state, per employee location
- You want to avoid ₹5/day late-registration penalty + 10% late-payment penalty + 1.25%/month interest in Maharashtra alone
Skip PT registration if you...
- Your business + all employees are located in Delhi, Uttarakhand, UP, Haryana, Punjab, or Rajasthan — these states do NOT levy PT
- You're a farmer, agricultural labour, or run purely agricultural activities — most states exempt
- You're a senior citizen (65+) or person with 40%+ disability — most states exempt
- Your employees' monthly salary is below the state exemption threshold — Karnataka ₹25,000, others ₹7,500-₹15,000
What PT compliance actually delivers
Each benefit anchored to constitutional provision, state Act, or IT Act section — payroll compliance done properly.
Article 276 Constitutional Mandate
Professional Tax is levied under Article 276 of the Constitution of India, which empowers state governments to tax employment income. Article 276(2) caps the annual PT at ₹2,500 per person — no state can charge more. States operate under their own Acts: Maharashtra State Tax on Professions, Trades, Callings and Employments Act, 1975; Karnataka Tax on Professions, Trades, Callings and Employments Act, 1976; and equivalent Acts in 18 other states.
Section 16(iii) Deduction · Old Regime
PT deducted from an employee's salary is fully deductible from gross salary under Section 16(iii) of the Income Tax Act — for employees using the old tax regime. Maximum saving of ₹2,500/year at highest slab means ~₹780 tax saving per employee at 31.2% effective rate. Small but structurally clean payroll benefit. Not available under new regime post-Budget 2024.
Payroll Compliance Gateway
PTRC is a mandatory prerequisite before you can deduct PT from employee salaries. Without PTRC, deductions are unauthorised — creates double liability (state penalty + employee refund). Every payroll software (Zoho, RazorpayX, greytHR, Keka) requires PTRC number to activate the PT deduction module. First-order compliance step before any hiring.
PTEC · Company's Own PT
Every business entity itself — Pvt Ltd, LLP, partnership, proprietorship — is treated as a "professional" under state Acts. PTEC is the entity's own annual PT liability, typically ₹2,500/year. Directors drawing remuneration need separate PTECs. Missing PTEC is the single most common audit finding — companies register PTRC for employees but forget PTEC for themselves.
Article 276(2) · ₹2,500 Hard Cap
Regardless of income level, no state can charge more than ₹2,500 per person per financial year. Constitutional ceiling. Even someone earning ₹5 crore/year pays the same ₹2,500 as someone at the top slab. This makes PT one of India's most predictable, small-ticket compliance items — not a revenue drag, but a paperwork drag if managed reactively.
Cross-State Payroll Ready
For companies with employees in multiple PT-levying states — a typical Indian tech company with Mumbai + Bengaluru + Kolkata offices — you need separate PTRC per state. Rates, slabs, due dates, portals — all differ. Our PT registration bundles the multi-state state-location matrix, gives HR a single sheet of every employee → work state → applicable slab → monthly amount → due date → certificate number.

Which states levy PT · Which don't
19 states levy PT. Delhi, UP, Haryana, Rajasthan, Uttarakhand, Odisha (from April 2026) and most UTs do NOT. If your employees work in a non-PT state, zero PT liability. Multi-state operations = separate PT per state.
From certificate to first return — key dates
3 immediate milestones (issue, integration, first deduction), 1 recurring (monthly returns).
PTEC + PTRC certificates issued
Most PT-levying states issue certificates in 3-7 working days. Maharashtra fastest (3-5 days via integrated MahaGST portal), Karnataka 5-7 days via e-PRERANA, Tamil Nadu up to 15 days. Certificate PDF downloadable from state portal. Registration number activates payroll deduction module in Zoho, RazorpayX, greytHR.
Save both PTEC + PTRC numbers separatelyPayroll integration + first deduction
Post-registration, PT deduction must start from the next salary cycle. Configure your payroll software with PTRC number + state-specific slabs. Maharashtra requires gender-based slabs (women exempted up to ₹25K). Karnataka uses simple ₹25K threshold + ₹200/month above. First deduction visible on employee payslip as "PT" line.
Section 16(iii) deduction only under old tax regimeFirst PTRC monthly return
Maharashtra: Form III-B filed by 15th of following month (from March 2026) — first return typically month 2 after registration. Karnataka: monthly return via e-PRERANA by 20th. Also file annual PTEC payment (Karnataka: 30 April; Maharashtra: 30 June). Late filing = ₹300-5,000 penalty + interest.
Monthly cycle is unforgiving — automate remindersRenewal / annual payment cycle
PTEC is paid annually (typically by 30 April Karnataka / 30 June Maharashtra). PTRC does not "renew" — it stays active as long as you file monthly returns. Missing 6+ consecutive monthly returns = deactivation by commercial tax dept. Reactivation needs written application + late fee.
Missing PTEC is #1 audit finding — auto-reminder in retainer6 common PT mistakes — and how to avoid them
#1 mistake: missing PTEC while filing PTRC. Costliest: over-deducting from Karnataka employees post-April 2025 threshold change.
Missing PTEC while filing PTRC
The single most common PT audit finding. Companies register PTRC (for employees) but forget PTEC (for entity + directors). Every entity in a PT state owes ₹2,500/year PTEC. Every director drawing remuneration owes separate PTEC. A Pvt Ltd with 2 directors + 5 employees needs 1 PTRC + 1 entity PTEC + 2 director PTECs = 4 registrations, not 1.
Wrong salary slab · Over-deducting from employees
Karnataka raised the exemption threshold from ₹15,000 to ₹25,000/month effective 1 April 2025. Companies that didn't update payroll have been over-deducting ₹200/month × 12 = ₹2,400/year from every employee earning between ₹15K-25K. Similar risk in Maharashtra where women earning up to ₹25,000/month are fully exempt (gender-based slab). Over-deduction = employee refund + potential complaint to Labour Commissioner.
Filing single PTRC for multi-state operations
A Mumbai-headquartered company with employees in Bengaluru + Kolkata cannot use one Maharashtra PTRC for all. Each state's employees are governed by that state's Act — you need separate PTRC in each state. Common mistake: treating PTRC as an entity-level "national" registration. Consequence: employees' state tax dept flags non-compliance during audit, penalties per state.
Missing Maharashtra's new 15th-of-month due date
Maharashtra moved the PTRC monthly due date to the 15th of the following month effective March 2026. Businesses used to the older last-day-of-month cycle have been filing late — 1.25% per month interest + ₹300-5,000 penalty per return. Cumulative for a company with ₹10L annual PT liability: ₹1,500+ interest/month if consistently late.
Ignoring gender-based slabs · Maharashtra
Maharashtra uses gender-based PT slabs: women earning up to ₹25,000/month pay zero PT; men in the same bracket pay ₹175-200. HR systems that don't capture gender correctly end up over-deducting from women employees. Same for transgender employees — coverage varies by state amendment. Refund + reissue of Form 16 becomes a payroll nightmare.
Treating new regime employees the same as old regime
PT deducted from an employee's salary is deductible under Section 16(iii) only under the old tax regime. Under the new regime (default since FY 2023-24), the deduction is not allowed — but PT is still deductible from salary as a mandatory statutory levy. Employees who wanted the new regime for the ₹75,000 standard deduction advantage don't get the ₹2,500 PT deduction on top. HR communication often misses this.

Payroll compliance
The Tax Paramarsh desk
"Professional tax is state-specific — some states levy it and many don't — so every PT engagement is cross-state work, which forces the discipline of state-by-state accuracy. Where consultants go wrong: they treat PT as a routine one-time filing. It's not. It's three things: PTEC for the entity (₹2,500/year, ongoing), PTECs for every director drawing remuneration (₹2,500 each, ongoing), and PTRC for employees (monthly returns, gender + state slab-based). Missing any of these is the audit trail commercial tax officers walk during scrutiny. The 2025-26 amendments made this even trickier — Karnataka moving the threshold to ₹25K in April 2025 meant every Bengaluru-heavy company had been over-deducting for months before they noticed. Maharashtra shifting the monthly due date to the 15th in March 2026 means older cycle assumptions cost 1.25% interest + 10% penalty per return. Our retainer keeps a state-notification watch, updates client payroll within a week of any change, and files all returns 3-5 days before deadline. Zero over-deductions, zero missed returns since 2021."
What employers say after PT with us
Common questions
Straight answers. Still curious? WhatsApp us anything.
What is Professional Tax?
Professional Tax (PT) is a direct tax levied by state governments in India on income earned from salary, profession, trade, or employment. Despite the name, it applies to any earning individual — a receptionist, CFO, or freelance graphic designer can all be liable.
Constitutional basis: Article 276 of the Constitution empowers states to levy PT, and Article 276(2) caps the annual PT at ₹2,500 per person — no state can charge more.
Who levies PT (as of 2026): Maharashtra, Karnataka, West Bengal, Andhra Pradesh, Telangana, Tamil Nadu, Gujarat, Madhya Pradesh, Kerala, Assam, Bihar, Jharkhand, Meghalaya, Tripura, Sikkim, Chhattisgarh, Manipur, Mizoram, Nagaland.
Who does NOT levy PT: Delhi, Uttarakhand, Uttar Pradesh, Haryana, Punjab, Rajasthan, Himachal Pradesh, Jammu & Kashmir, and all Union Territories except Puducherry.
What is the difference between PTEC and PTRC?
Two distinct certificates in most PT-levying states:
- PTEC (Professional Tax Enrollment Certificate): For every person or entity liable to pay PT on their own income. Applies to self-employed professionals, business owners, freelancers, directors drawing remuneration, and business entities themselves. Typically ₹2,500/year per certificate.
- PTRC (Professional Tax Registration Certificate): For every employer who deducts PT from employees' salaries. Authorises the employer to collect PT from staff and remit it to the state government. Monthly or half-yearly filing depending on state.
A private limited company with 2 directors + 5 employees needs: 1 entity PTEC + 2 director PTECs + 1 PTRC = 4 registrations. Missing PTEC is the single most common audit finding.
Is Professional Tax mandatory in Uttarakhand?
No — Uttarakhand does NOT levy Professional Tax. This is a state government decision and applies to all employers and employees whose place of work is in Uttarakhand.
What this means for Uttarakhand businesses:
- No PTRC required for employees working in Uttarakhand
- No PTEC required for entities registered in Uttarakhand with all-UK operations
- Employees earning any salary in Uttarakhand pay ₹0 PT
Exception: If your Uttarakhand-based entity has employees or a branch in a PT-levying state (e.g., an Uttarakhand company opens a Pune office), PT applies to those employees/that branch — separate PTRC in Maharashtra required.
Other non-PT states in 2026: Delhi, UP, Haryana, Punjab, Rajasthan.
What is the maximum PT anyone can pay?
₹2,500 per person per financial year — a hard constitutional cap under Article 276(2). No state government or local body can levy more than this annual limit, regardless of the individual's income level.
State-wise annual caps in practice:
- Maharashtra: ₹2,500 (top slab pays ₹200/month × 11 + ₹300 in Feb)
- Karnataka: ₹2,500 (₹200/month × 11 + ₹300 in Feb)
- West Bengal: ₹2,400 (₹200/month × 12)
- Tamil Nadu: ₹2,500 (half-yearly ₹1,250)
Every state stays within the constitutional limit. Even a top-tier CEO earning ₹5 crore/year pays the same ₹2,500 as someone at the top slab.
What are the total PT registration costs in 2026?
State registration fees are nominal — typically ₹0 to ₹500 depending on state.
- Maharashtra: Nil registration fee for PTEC/PTRC via mahagst.gov.in
- Karnataka: Nil registration fee via e-PRERANA
- West Bengal: ₹100-500
- Tamil Nadu: ₹100-500
- Gujarat: Nil for both PTEC/PTRC
Ongoing PT liability:
- PTEC (entity + directors): ~₹2,500/year each
- PTRC (employees): Deducted from salaries, no cost to employer — pass-through
Our professional fee: ₹4,000 single-state (PTEC + PTRC bundle). ₹7,000 multi-state (up to 3 states). ₹25,000/year full compliance retainer. Plus GST @ 18%.
Do I have to pay ₹2,500 PTEC every year for my company?
Yes — the entity's PTEC is an annual liability in most PT-levying states. Payable typically:
- Maharashtra: by 30 June each year via mahagst.gov.in
- Karnataka: by 30 April each year via e-PRERANA
- West Bengal: by 31 July
- Tamil Nadu: by 30 June
Some states allow advance payment for multiple years. Maharashtra permits up to 5 years advance payment (occasionally with small discount). Karnataka is annual-only.
Missing annual PTEC payment = interest at 1-2% per month + penalty ₹250-1,000 + potential prosecution notice under state Act.
What penalties apply for non-registration or late payment?
State-specific but universally punitive:
- Maharashtra: ₹5/day late registration + 10% of tax due for late payment + 1.25%/month interest
- Karnataka: Up to ₹1,000 delayed registration + interest 1.25%/month + up to ₹250 penalty per return
- West Bengal: ₹500-5,000 + 1%/month interest
- Tamil Nadu: ₹500-1,000 + 2%/month interest
Escalating consequences beyond fines:
- Prosecution notice under state Act (rare but possible)
- Freeze of bank accounts by commercial tax department
- Employee complaints to Labour Commissioner (if not deducted)
- Blacklisting in state tender committees
Is PT deductible under income tax?
Yes — PT paid by an employee is fully deductible from gross salary under Section 16(iii) of the Income Tax Act, 1961. But only under the old tax regime.
Under the old regime: Employee saves ~₹780 in income tax at 31.2% effective rate on the full ₹2,500 PT paid (max slab).
Under the new tax regime (default since FY 2023-24): Section 16(iii) deduction is NOT available. The new regime offers ₹75,000 standard deduction but no other salary-linked deductions.
For the employer: PT paid on the entity's own account (PTEC ₹2,500) is a deductible business expense under Section 37(1). Interest and penalties are NOT deductible.
How long does PT registration take?
State-dependent, but most digital-first states issue in 3-7 working days:
- Maharashtra: 3-5 working days (mahagst.gov.in is one of the most mature state portals, integrated with GST)
- Karnataka: 5-7 working days via e-PRERANA
- Gujarat: 3-5 working days
- Tamil Nadu: 7-15 working days
- West Bengal: 7-10 working days
- Kerala: 7-14 working days
Delays typically come from document mismatches (address inconsistency, PAN name variations, GSTIN cross-verification). Our pre-filing document reconciliation eliminates these.
When should I register for PT?
Within 30 days of the triggering event — either business commencement (PTEC) or first employee crossing the exemption threshold (PTRC).
Practical timeline for a new business:
- Week 1: Incorporation + PAN + Shop & Establishment
- Week 2: Bank current account + GST registration
- Week 3: PT registration (PTEC + PTRC if employer)
- Week 4: Payroll software setup + first month's payroll with PT deductions
Registering PT before your first payroll cycle avoids: (a) unauthorised deduction risk, (b) retrospective payroll corrections, (c) employee complaints, (d) state penalty for late registration.
What are the return filing frequencies?
Highly state-specific:
- Maharashtra PTRC: Monthly if annual liability > ₹1 lakh; annual otherwise. Due date: 15th of the following month (from March 2026). Form III-B.
- Maharashtra PTEC: Annual, by 30 June.
- Karnataka PTRC: Monthly by 20th of following month. Form 5.
- Karnataka PTEC: Annual, by 30 April.
- West Bengal PTRC: Monthly by 21st. Form III.
- Tamil Nadu PTRC: Half-yearly (April-Sept, Oct-March). Due dates 30 Sep + 31 Mar.
Our retainer service tracks all state-specific due dates and files returns automatically 3-5 days before deadline.
What if I miss a monthly return?
State-specific penalties + interest apply:
- Maharashtra: ₹300-5,000 per return + 1.25%/month interest on unpaid PT
- Karnataka: Up to ₹250 penalty per return + 1.25%/month interest
- West Bengal: ₹200-500 per return + 1%/month interest
Beyond 6 months of consecutive non-filing: State commercial tax department may deactivate PTRC. Reactivation requires written application + all pending returns + penalty payment + potential inspection. Timeline: 30-60 days during which no fresh deductions can be validly made.
Prevention: Automated return filing via compliance retainer — zero missed returns in our client base since 2021.
Do women employees have to pay PT?
Depends on state. Maharashtra uses gender-based slabs: women earning up to ₹25,000/month pay zero PT; men in the same bracket pay ₹175-200/month. This is under the Maharashtra State Tax on Professions Act 1975 gender-differentiated schedule.
Other PT states: Generally gender-neutral — same slabs for all employees.
Key implication: HR/payroll systems that don't correctly capture employee gender may over-deduct from women employees in Maharashtra. Refund + reissue of Form 16 becomes a payroll compliance issue.
Transgender employees: Coverage varies by state amendment. Maharashtra has extended the female slab benefit under Bombay HC directions in some rulings. State-specific verification advised.
Are there PT exemptions?
Yes — several categories are commonly exempt across PT-levying states:
- Senior citizens (65+ years) in most states
- Persons with 40%+ permanent disability — universal exemption
- Parents/guardians of mentally challenged persons
- Members of Armed Forces in most states
- Ex-servicemen in some states
- Agricultural workers engaged purely in agricultural activities
- Women earning below state-specific thresholds (Maharashtra: ₹25,000/month)
- Anyone earning below state exemption threshold — most common exemption
Exemptions require declaration in payroll + supporting documentation retained.
How is PT deducted through payroll?
Standard payroll workflow:
- Employer registers PTRC in each state where employees work
- HRIS/payroll software (Zoho Payroll, RazorpayX, greytHR, Keka, ADP) is configured with PTRC number + state-specific slab schedule
- Each month, payroll auto-calculates PT per employee based on gross salary + state slab
- PT amount deducted from salary — appears as separate line "PT" or "Professional Tax" on payslip, below gross salary and before net pay
- Employer deposits collected PT with state commercial tax department by due date (typically 15th-21st of following month)
- Employer files monthly PTRC return listing all deductions
- Employees claim PT under Section 16(iii) in old regime ITR
Common configuration errors: wrong state selected for employee, gender-based slab not activated in Maharashtra, threshold change not updated (Karnataka April 2025).
What if I add or lose employees mid-year?
Employee additions: PT deduction starts from the next salary cycle after joining. No amendment needed to PTRC — just add to payroll register with correct state + salary slab.
Employee exits: Deduct final PT from full-and-final salary. If joining bonus refund or notice pay recovery is involved, PT adjustment may be needed retrospectively.
Employees moving between states: If an employee relocates from a PT-levying state to a non-PT state (or vice versa), PTRC compliance shifts to the new state. Common in tech companies with hybrid work policies. Track work state per employee, not entity state.
PTRC amendment: Required only if (a) employer name changes, (b) registered address changes, (c) authorised signatory changes. Employee count changes don't need amendment — declared in monthly returns.
