PMEGP · KVIC nodal · Ministry of MSME · 15-35% margin money subsidy

Up to 35% subsidy, up to ₹50 lakh project — India's most generous entrepreneurship scheme.

PMEGP is where India's first-generation entrepreneurs get their real chance. Prime Minister's Employment Generation Programme — launched in 2008 by Ministry of MSME, managed by KVIC (Khadi and Village Industries Commission) — offers margin money subsidy ranging from 15% to 35% of project cost as a direct grant on bank loans. In 2024-25, project cost caps were substantially revised upward: ₹50 lakh for manufacturing and ₹20 lakh for service/business (from earlier ₹25L / ₹10L) — dramatically expanding scheme scope for modern equipment, food processing plants, small textile units, packaging lines. Own margin: only 10% for general category, 5% for special category (SC/ST/OBC/women/ex-servicemen/differently-abled). Rural + special category gets 35% subsidy — the maximum: on a ₹40 lakh project that's ₹14 lakh of free money. Applications route through kviconline.gov.in/pmegpeportal to KVIC (rural), KVIB (state), DIC (urban), with SBI, PNB, BOB, Union Bank, Canara Bank empaneled. EDP training mandatory (10 days for >₹5L projects, 5 for ≤₹5L). Subsidy held as Term Deposit with 3-year bank lien — adjusted against loan after 3 years successful operation. Since 2008: 10.18 lakh units + ₹27,166 Cr subsidy released + 90 lakh people employed. Our practice: bank-ready DPRs built to KVIC, DIC and bank expectations.

Understand the basics

The PMEGP framework in 2026

Four subsidy tiers govern the scheme: General Urban (15%), General Rural (25%), Special Urban (25%), and Special Rural (35%). Project cost ceilings revised in 2024-25 to ₹50L manufacturing / ₹20L service. Mandatory EDP training + 3-year lock-in on subsidy.

PMEGP core mechanics:

  • Ministry of MSME scheme launched 2008
  • Managed by KVIC (rural) / KVIB (state rural) / DIC (urban)
  • Portal: kviconline.gov.in/pmegpeportal
  • Only for NEW micro-enterprises — no expansion of existing
  • Subsidy released to bank as Term Deposit, 3-year lien

Subsidy structure (margin money):

  • General Urban: 15% subsidy · 10% own · 75% bank
  • General Rural: 25% subsidy · 10% own · 65% bank
  • Special Urban: 25% subsidy · 5% own · 70% bank
  • Special Rural: 35% subsidy · 5% own · 60% bank (MAX)

Project ceilings (revised 2024-25):

  • Manufacturing: up to ₹50 lakh
  • Service/Business: up to ₹20 lakh
  • Working capital: max 40% (mfg), 60% (service)

Special category (higher subsidy):

  • SC, ST, OBC, minorities, women
  • Ex-servicemen, differently-abled, transgender
  • NER (North East Region), hill/border areas
  • Aspirational Districts

PMEGP is right for you if...

  • You're starting a NEW micro-enterprise in manufacturing, service or eligible retail — PMEGP is only for NEW units, not expansion or existing businesses
  • Project cost within scheme limits: up to ₹50 lakh for manufacturing or ₹20 lakh for service/business (revised 2024-25 from earlier ₹25L/₹10L caps)
  • You're 18+ years old and have Class 8 pass minimum (mandatory if manufacturing project >₹10L or service project >₹5L)
  • You belong to general or special category (SC/ST/OBC/minorities/women/ex-servicemen/differently-abled/transgender/NER/hill areas) — special category gets higher subsidy
  • You can contribute own margin: 10% (general) or 5% (special category) of project cost — remaining ~55-75% is bank loan, government provides 15-35% subsidy
  • You're willing to complete mandatory EDP training (10 working days for >₹5L projects · 5 days for ≤₹5L · not mandatory for ≤₹2L)
The 6 core benefits

What PMEGP actually delivers

Every benefit anchored to scheme rules · 15-35% margin money · ₹50L/₹20L project caps · KVIC multi-agency structure · Ultra-low 5-10% own margin · DPR-driven approval · End-to-end coordination.

Margin Money Subsidy · 15% to 35%

The core PMEGP benefit is government margin money subsidy on your bank loan, ranging from 15% to 35% of project cost depending on category and location. General category · urban: 15% subsidy. General category · rural: 25% subsidy. Special category · urban: 25% subsidy. Special category · rural: 35% subsidy — the maximum. Special category includes SC, ST, OBC, minorities, women, ex-servicemen, transgender persons, differently-abled, NER (North East Region), hill & border areas, Aspirational Districts. For a rural manufacturing project of ₹40 lakh under special category, subsidy alone = ₹14 lakh (35%). Subsidy is disbursed by KVIC/KVIB to your bank account, retained by bank as term deposit for 3 years, then adjusted against loan on successful completion. Effectively free money if you run the unit successfully for 3 years.

₹50L / ₹20L Project Cost Ceiling (Revised 2024-25)

Project cost limits were substantially revised upward in 2024-25 (from earlier ₹25L manufacturing / ₹10L services). Current caps: manufacturing up to ₹50 lakh, service/business up to ₹20 lakh. Retail outlets backed by manufacturing or service facilities also permitted up to ₹20 lakh (at par with service cap). This is a major expansion in scheme scope — 5-axis CNC machines, small textile units, food processing plants, packaging units that were earlier excluded now fit. Bank still decides actual loan quantum after appraisal (own margin + bank finance + subsidy = 100%). Working capital: not more than 40% of project cost for manufacturing, not more than 60% for service/trading.

KVIC / KVIB / DIC · Multi-Agency Implementation

PMEGP is implemented through three nodal agencies at state level: (1) KVIC (Khadi and Village Industries Commission) — central government, handles rural applications, (2) KVIB (Khadi and Village Industries Board) — state-level, handles rural applications in specific states, (3) DIC (District Industries Centre) — handles urban applications. All applications route through single online portal kviconline.gov.in/pmegpeportal. Coir Board handles specific coir-based projects. Each state has designated banks empaneled. Since inception, 10,18,185+ micro-enterprises established, ₹73,348 Cr loans sanctioned, ₹27,166 Cr subsidy released, 90,04,541+ people employed (as of March 2025 data). Scale + processing maturity = predictable timelines.

Own Margin Only 5-10% · Very Low Barrier

Unlike most business loan schemes requiring 20-30% own contribution, PMEGP asks for only 10% own margin for general category and only 5% for special category. For a ₹20 lakh service project under general category: own margin ₹2 lakh, government subsidy ₹3-5 lakh (15-25%), bank loan ₹13-15 lakh. Special category, same project: own margin ₹1 lakh, subsidy ₹5-7 lakh (25-35%), bank loan ₹12-14 lakh. This ultra-low own-margin threshold makes PMEGP the most accessible entrepreneurship scheme in India — first-generation entrepreneurs, women, rural youth, minority communities all realistically qualify. Combined with CGTMSE credit guarantee for portion beyond subsidy, most PMEGP loans need zero collateral.

DPR-Driven · Strong Report = 3x Higher Approval

The Detailed Project Report (DPR) is the single most important document — the #1 reason for PMEGP rejection is poorly prepared DPRs. A strong DPR includes: (1) Product/service description with technical specifications, (2) Installed capacity + production plan for years 1-5, (3) Machinery details with quotations from 2-3 vendors, (4) Raw material sourcing plan with unit costs, (5) Market analysis — target segments, competition, pricing, distribution, (6) 5-year projected P&L with realistic revenue growth (25-40% Y1 to Y2, tapering), (7) Cash flow + break-even analysis, (8) Working capital assessment (40% mfg / 60% service cap), (9) Employment generation numbers (direct + indirect), (10) Environmental compliance where applicable. Our DPR service is bank-appraiser-tested — written for how SBI, PNB, BOB, Union Bank, Canara Bank and Bank of India appraise PMEGP files.

End-to-End Coordination · KVIC + Bank + EDP

PMEGP has multi-touchpoint complexity: (1) Portal application at kviconline.gov.in, (2) District Task Force Committee (DTFC) shortlisting, (3) Bank selection + branch coordination, (4) Bank appraisal + loan sanction, (5) EDP training completion, (6) Machinery procurement + installation, (7) First disbursement, (8) Margin money subsidy claim by bank to KVIC, (9) KVIC subsidy release to bank, (10) Subsidy term-deposit locking for 3 years, (11) Physical verification of unit within 6 months, (12) Final subsidy adjustment after 3 years of running. Any single step going wrong can stall or reverse the subsidy. Our end-to-end service handles all 12 touchpoints with dedicated file tracker + WhatsApp updates + escalation contacts at KVIC HQ + state offices + partner banks.

Who qualifies for PMEGP?

6 eligibility scenarios

✓
Age 18+ years · Class 8 pass (conditional)Minimum age 18 years — no upper age limit. Class 8 educational qualification mandatory for manufacturing projects above ₹10 lakh OR service projects above ₹5 lakh. Below these thresholds, no educational qualification required. VIII standard pass certificate must be produced at bank stage. Applicants also acceptable: SHGs (Self-Help Groups), charitable trusts, cooperative societies registered under state acts, societies registered under Societies Registration Act 1860.
✓
Setting up NEW micro-enterprise onlyPMEGP is strictly for NEW greenfield units — not for expansion, modernization, or working capital of existing businesses. If you have any operating business (proprietorship, LLP, Pvt Ltd, partnership) in the same or related activity, you're disqualified. Existing MSME owners with entirely different new venture may qualify — case-by-case DTFC review. Exception: Second Loan for Upgradation of existing PMEGP/REGP/MUDRA/other subsidised units — separate rules apply.
✓
Project within revised cost limitsManufacturing unit: project cost up to ₹50 lakh (revised in 2024-25 from earlier ₹25 lakh cap). Service/Business/Trading unit: project cost up to ₹20 lakh (revised from ₹10 lakh). Retail outlets backed by manufacturing or service: up to ₹20 lakh. Hard caps — projects above these need alternative routes (Mudra ₹20L Tarun, CGTMSE ₹10 Cr, bank loans). Working capital: max 40% for manufacturing, max 60% for service/trading of project cost.
✓
General or Special Category applicantGeneral category: own margin 10%, subsidy 15% urban / 25% rural. Special category: own margin 5%, subsidy 25% urban / 35% rural. Special category includes SC, ST, OBC, minorities, women, ex-servicemen, transgender persons, differently-abled persons, applicants from North East Region (NER), hill/border/Aspirational Districts. Category proof required at bank stage — SC/ST/OBC certificate, women applicants no separate certificate needed, ex-servicemen discharge book, disability certificate from competent authority.
✓
Business NOT in negative listNegative list includes: meat processing/canning/packaging (except in specific states), poultry/piggery for meat, industries polluting environment beyond stipulated limits, cattle rearing/dairy farming (some exceptions), transport vehicle trading, sericulture (only for coccon rearing, not silk production), tea/coffee/rubber plantation, currency trading/broking, activities offending national ethos. Full 25+ item negative list available on KVIC portal. Retail outlets: only Khadi products, village industry products from KVIC-certified institutions, or PMEGP/SFURTI cluster products.
✓
No prior subsidy under any government schemeOne applicant + one family (self + spouse) = only one PMEGP loan. If you or your spouse have earlier availed subsidy under PMEGP, PMRY (Prime Minister's Rojgar Yojana), REGP (Rural Employment Generation Programme), any state MSME subsidy scheme, or central subsidy scheme, you're typically disqualified. Loans not linked to subsidy (like plain bank term loans, Mudra without subsidy) don't bar you. Bank due diligence catches prior subsidy at appraisal stage.

Phase 1Day 1-15DPR preparation

Project scoping + DPR draft + eligibility lock

Session 1: Business idea validation + eligibility check (age, education, category, location, prior subsidy). Category + subsidy percentage locked (general/special · urban/rural). Session 2: Project cost breakdown — machinery, raw material, working capital, pre-operative expenses. Machinery/vendor quotations collected. Session 3: 5-year P&L projections + break-even + employment numbers. DPR first draft ready.

Poorly prepared DPR is the #1 rejection driver — 60% of rejections
Phase 2Day 15-30Portal application

kviconline.gov.in application filed

DPR finalized after 2 rounds of internal QC. Application filed on kviconline.gov.in/pmegpeportal — personal details, category, project details, cost breakdown, employment generation numbers, DPR uploaded. Applicant chooses implementing agency (KVIC/KVIB rural, DIC urban) + bank branch. Application acknowledgement received within 24 hours.

Bank + branch selection matters — some banks are faster at PMEGP than others
Phase 3Day 30-90DTFC + bank appraisal

District Task Force + bank sanction

District Task Force Committee (DTFC) shortlists applications — chaired by District Collector. Shortlisted applications forwarded to bank. Bank conducts credit appraisal, physical verification of unit location, CIBIL check, KYC. Applicant completes EDP training (5-10 days at KVIC-recognized centres). Bank issues loan sanction letter after satisfactory appraisal — typically 45-90 days from application.

Bank has independent credit judgment — subsidy doesn't guarantee sanction
Phase 4Day 90-180Disbursement + subsidy

Loan disbursement + margin money credit

Loan disbursed in tranches against machinery/civil work bills. Applicant contributes own margin (10% general / 5% special). Bank claims margin money subsidy from KVIC via portal. KVIC releases subsidy to bank within 4-6 weeks — kept as term deposit for 3 years. Unit operational: machinery installed, employees recruited, production commences. Physical verification by KVIC/DIC within 6 months.

Subsidy stays in term deposit for 3 years · adjusted against loan only after 3-year successful operation
The 3-year lock-in is where PMEGP entrepreneurs win or lose Getting the subsidy credited is only step 1. The subsidy stays in Term Deposit with the bank for 3 years, marked with lien. If your unit closes, sells, or transfers within 3 years, KVIC claws back the subsidy — no waiver policy exists. Even genuine failures (partner dispute, market shock) trigger recovery. On a ₹40L project with ₹14L subsidy, that's ₹14 lakh recovered plus interest plus blacklisting from all future MSME central schemes. Our End-to-End Plan includes 3-year post-disbursement compliance handholding — quarterly check-ins, working capital planning, GST/PF/ESI filing, KVIC quarterly meetings.

Avoid these traps

6 common PMEGP mistakes — and how to avoid them

#1 fatal: applying to expand existing business. #2 costliest: weak DPR (60% of rejections). #3 dangerous: wrong category declaration. Plus EDP skipping, wrong bank choice, 3-year lock-in ignorance.

Mistake #1

Applying to expand an existing business · Instant disqualification

PMEGP is strictly for NEW micro-enterprises. Applicants routinely mistake it for a business expansion loan — apply with an existing proprietorship, LLP, or manufacturing unit expecting subsidy for additional machinery or scale-up. Instant rejection at DTFC or bank stage on discovering existing business through GST portal, bank statements, Udyam registration history, income tax returns, or physical verification. Time lost: 3-6 months, DPR cost, application fees. Reputation damage: bank flags applicant for future PMEGP attempts.

Fix: For expansion of existing business, choose alternative routes: Bank Loan Consultancy (term loan up to ₹5 Cr for existing MSMEs), CGTMSE-guaranteed loans (up to ₹10 Cr collateral-free for existing units), Mudra Tarun+ (up to ₹20 lakh for existing informal businesses), MOFPI Cold Chain Subsidy for food processing expansion. Our team routes applicants to the right scheme in the initial eligibility session — never file PMEGP for expansion.
Mistake #2

Weak DPR · The #1 rejection cause

60% of PMEGP rejections trace to poorly prepared Detailed Project Reports. Common weaknesses: (1) copy-paste templates with generic industry text, no unit-specific data, (2) unrealistic revenue projections (300% Y1-Y2 growth flags fabricated numbers), (3) missing machinery quotations or all quotes from one vendor, (4) no market analysis or competition study, (5) break-even in Month 1 (impossible), (6) working capital exceeding 40% mfg / 60% service cap, (7) mismatched cost totals between DPR sections, (8) no employment generation basis, (9) mismatched cost with local market rates (bank compares vs comparable projects), (10) no cash flow statement.

Fix: Invest in a professional DPR from someone with 100+ approved PMEGP DPRs. Our DPR service is bank-appraiser-tested — includes vendor quotation cross-checks, realistic P&L projections calibrated by industry benchmarks, ratio analysis compliant with RBI norms, 5-year cash flow, break-even at Month 12-18, 3-4 employment tiers.
Mistake #3

Wrong category declaration · Special-category benefits lost or subsidy clawback

Applicants sometimes declare general category when they qualify for special category (SC/ST/OBC/minority/women/ex-servicemen/differently-abled/NER/hill) — losing 10-20 percentage points of subsidy (₹5-10 lakh on ₹50L project). Conversely, applicants falsely claiming special category without certificates get caught at bank stage → application rejected, sometimes with FIR. Complications: OBC creamy layer rules, Muslim/Christian applicants under Central minority list, women married to non-special category men (women themselves qualify), differently-abled without competent authority certificate.

Fix: Category verification is Session 1 of our eligibility assessment — before DPR work begins. Correct certificate obtained (fresh SC/ST if expired, OBC non-creamy layer certificate if applicable, disability certificate from CMO/civil surgeon, ex-servicemen discharge book verification). Married women file in own capacity — no dependency on spouse's category. Category claim locked in DPR + portal application matches supporting documents 100%.
Mistake #4

Not completing EDP training · Subsidy withheld

PMEGP mandates Entrepreneurship Development Programme (EDP) training before loan disbursement: 10 working days for projects above ₹5 lakh, 5 working days for projects up to ₹5 lakh, not mandatory for projects up to ₹2 lakh. Applicants often skip or postpone thinking it's optional — result: bank withholds first disbursement pending EDP certificate, subsidy claim to KVIC rejected, 2-3 months delay in project start, working capital pressure. Some rural districts have training slots only quarterly — miss the batch, wait 3 months.

Fix: EDP training slot booked parallel to DPR preparation — we identify KVIC-recognized training centre in applicant's district, book slot for the week after DPR portal submission. Original certificate delivered to bank on Day 30-45. Never a disbursement-EDP mismatch. Some centres offer online EDP for special-category applicants — check state-level availability.
Mistake #5

Choosing the wrong bank · Slow processing kills momentum

Not all banks process PMEGP at the same speed. Applicants default to their salary account bank or nearest branch, but some banks are backlogged 6-9 months on PMEGP appraisals while others clear in 30-45 days. Public sector banks generally faster than private banks. State-run banks (Bank of India, Union Bank, PNB) usually have dedicated MSME cells for PMEGP. Rural-focused RRBs (Prathama Bank, Baroda Rajasthan Kshetriya Gramin Bank) fastest for rural applicants. Wrong bank = 6-month delay = business plan obsolete + machinery quotations lapse + working capital erosion.

Fix: Bank selection is Session 3 of our advisory. We maintain scorecards on PMEGP processing speed by bank + branch based on recent client experience. Applicants get 2-3 bank recommendations with expected processing times, empanelment status, MSME cell contacts, and specific branch officers who handle PMEGP. We also handle bank coordination through the appraisal cycle.
Mistake #6

Ignoring 3-year lock-in · Subsidy clawback on exit

The margin money subsidy is kept as term deposit with the bank for 3 years after disbursement. If the unit closes, is sold, or stops operations within 3 years, KVIC claws back the subsidy (proportional or full). Even genuine failures (partner dispute, market change, pandemic-like shocks) don't excuse the clawback. Applicants sometimes take PMEGP loan, run unit for 12-18 months, sell/close, and are shocked when KVIC issues recovery notice for ₹5-15 lakh subsidy plus interest. Bank's subsequent loans and MSME schemes get blacklisted.

Fix: Set realistic expectations from Day 1: PMEGP is a 3-year commitment, not a 12-month bridge. Our advisory includes 3-year cash flow stress-testing, exit-scenario simulation, partner agreements if applicable, working capital line planning for lean months. If applicant's commitment window is under 3 years, we recommend Mudra or plain bank term loan instead — subsidy isn't worth clawback risk.

How we approach this work

"PMEGP is India's most generous entrepreneurship scheme, and also the most misunderstood. Business owners think it's a general MSME loan — it's not. It's strictly for NEW greenfield units, one loan per family, with mandatory EDP training and a 3-year lock-in on subsidy. Get any of these wrong and you're rejected or the subsidy is clawed back. The 2024-25 revision — project cost caps raised to ₹50 lakh manufacturing and ₹20 lakh service from earlier ₹25L/₹10L — dramatically expanded scheme scope. Modern CNC machines, food processing plants, small textile units, packaging lines that were excluded now fit. Combined with margin money subsidy of 15-35%, the numbers are compelling: on a ₹40 lakh rural manufacturing project under special category, subsidy alone is ₹14 lakh (35%), own margin only ₹2 lakh (5%), bank loan ₹24 lakh (60%). That's the most generous entrepreneurship subsidy in India. But many PMEGP applications get rejected — and the #1 reason is poor DPRs. Generic templates, unrealistic revenue projections, missing machinery quotations, no market analysis, mismatched cost totals. My DPR process is bank-appraiser-tested across SBI, PNB, BOB, Union Bank, Canara Bank, Bank of India, RRBs. The other pattern we see repeatedly: applicants under-utilizing their special category status. Women applicants filing as general (missing +10% subsidy), SC/ST applicants with expired certificates, minority applicants unaware of Central minority list. Rural applicants classifying themselves as urban when their village population is under 20,000 (revenue-record rural). These invisible losses of ₹5-10 lakh per project add up. My Session 1 with every client is exhaustive category + location + prior subsidy verification before DPR work begins. Third pattern: the 3-year lock-in is where entrepreneurs lose everything. Subsidy stays as Term Deposit with 3-year bank lien. Unit closes, sells, or transfers within 3 years → subsidy clawed back, applicant blacklisted from all central MSME schemes. My End-to-End Plan includes 3-year compliance handholding — quarterly check-ins, working capital stress-testing, GST/PF/ESI compliance, KVIC quarterly meetings. Whether you're a first-generation entrepreneur, a woman starting your first venture, a rural artisan modernizing, or a service business needing formal bank credit — PMEGP is where the government backs the risk. My job: get you the maximum subsidy your tier allows, the fastest possible sanction, and the compliance discipline to survive the 3-year cycle. Boring is the goal in subsidised finance."

FAQ

Common questions

Straight answers on 2026 PMEGP + subsidy calculations + EDP training + 3-year lock-in. Still curious? WhatsApp us anything.

What is PMEGP and how is it different from Mudra Loan?

PMEGP (Prime Minister's Employment Generation Programme) is a subsidy-linked bank loan scheme launched in 2008 by Ministry of MSME. It merged earlier PMRY (1993) and REGP (1995). Managed centrally by KVIC (Khadi and Village Industries Commission) — a statutory body under Ministry of MSME.

Key differentiator vs Mudra:

  • PMEGP: Bank loan + government subsidy (15-35% of project cost) + mandatory EDP training + only for NEW units
  • Mudra (PMMY): Bank loan guaranteed via CGFMU (no principal or interest subsidy), no training mandate, works for existing + new businesses

Structure of PMEGP funding:

  • Own margin: 10% general / 5% special category
  • Bank loan: 55-75% depending on category
  • Government subsidy: 15-35% (as margin money)
  • Total: 100% of project cost

Ceiling comparison:

  • PMEGP: ₹50 lakh manufacturing / ₹20 lakh services (revised 2024-25)
  • Mudra: Up to ₹20 lakh (Tarun+ new tier), earlier ₹10 lakh Tarun
  • CGTMSE: Up to ₹10 crore (guarantee, not loan)

When to prefer PMEGP: First-time entrepreneur, new business, category qualifies for higher subsidy (special/rural), project scale ₹5-50 lakh, 3-year commitment horizon, willing to complete EDP training.

When to prefer alternatives: Expanding existing business (Mudra/CGTMSE/bank term loan), project above ₹50L (CGTMSE up to ₹10 Cr), tight timeline needing 2-week disbursement (Mudra), no collateral and a larger ticket (CGTMSE).

What is the subsidy structure — general vs special category?

PMEGP subsidy rates depend on two factors: applicant category and unit location.

Category classification:

  • General category: All non-special-category applicants — mostly upper caste Hindus + other categories not listed as special
  • Special category: SC, ST, OBC, minorities (Muslim/Christian/Sikh/Buddhist/Jain/Parsi per Central list), women, ex-servicemen, transgender persons, differently-abled, applicants from NER (North East Region), applicants from hill/border/Aspirational Districts

Location classification:

  • Rural: Any area classified as village in state revenue records, irrespective of population; also areas classified as towns if population ≤ 20,000
  • Urban: Municipal Corporation areas + towns above 20,000 population

Subsidy rates (margin money):

  • General · Urban: 15% · Own margin 10% · Bank loan 75%
  • General · Rural: 25% · Own margin 10% · Bank loan 65%
  • Special · Urban: 25% · Own margin 5% · Bank loan 70%
  • Special · Rural: 35% · Own margin 5% · Bank loan 60%

Rupee terms on ₹40 lakh project:

  • General urban: Subsidy ₹6L, own ₹4L, bank ₹30L
  • General rural: Subsidy ₹10L, own ₹4L, bank ₹26L
  • Special urban: Subsidy ₹10L, own ₹2L, bank ₹28L
  • Special rural: Subsidy ₹14L, own ₹2L, bank ₹24L

The 35% special rural tier gives ₹14 lakh free money on a ₹40 lakh project — the most generous entrepreneurship subsidy in India.

Category proof required at bank stage: SC/ST/OBC certificate from competent authority, women applicants no separate certificate, ex-servicemen discharge book, disability certificate from CMO/civil surgeon, minority declaration.

What is the mandatory EDP training and how long does it take?

Entrepreneurship Development Programme (EDP) is a MANDATORY training program required before PMEGP loan disbursement.

Duration (based on project cost):

  • Projects above ₹5 lakh: 10 working days
  • Projects up to ₹5 lakh: 5 working days
  • Projects up to ₹2 lakh: Not mandatory

Where conducted:

  • KVIC-recognized Rural Development and Self-Employment Training Institutes (RSETIs)
  • NGO training partners recognized by KVIC
  • MSME Development Institutes
  • Certain state-run entrepreneurship centres

Curriculum typically covers:

  • Basic accounting and bookkeeping
  • Business plan preparation
  • Marketing fundamentals
  • Bank and financial statements
  • Legal and tax compliance basics
  • Case studies of successful entrepreneurs
  • Site visit to running micro-enterprise

Cost: Typically free or nominal fee (₹500-2,000) for special category applicants; free for SC/ST/women in most states. Fee may apply for general category urban applicants — check with local KVIC office.

Certificate:

  • Issued by training centre at completion
  • Original submitted to bank for disbursement clearance
  • Photocopy retained by applicant
  • Valid indefinitely — no renewal needed

Consequences of skipping:

  • Bank withholds first disbursement
  • Subsidy claim to KVIC blocked
  • Project stalls 2-3 months minimum

Online EDP (limited availability): Some states offer online EDP for special category applicants (women, differently-abled) — check with state KVIC office.

What projects are in the PMEGP negative list?

PMEGP has a specific negative list of activities NOT eligible for subsidy. Applying with a negative-list activity results in immediate rejection.

Full negative list categories:

  6. Tea/coffee/rubber plantations
  7. Industries polluting environment beyond CPCB norms
  8. Currency trading, foreign exchange dealing
  9. Stock broking, sub-broking, insurance broking
  10. Real estate development and trading
  11. Transport vehicle trading (buying-selling vehicles)
  12. Manufacture of weapons or ammunition
  13. Activities offending national ethos or contrary to public policy
  14. Any activity for which specific subsidy scheme exists (avoid double benefit)

  • Bank processing fee: 0.5-1% of loan amount (typically ₹15,000-30,000 for ₹30L loan)
  • Bank stamp duty on loan documents: state-specific
  • Insurance on machinery: 1-2% annual premium
  • Legal opinion (if collateral offered): ₹5,000-15,000

Effective interest rate on remaining loan (post subsidy): ~8-11% depending on bank, category, project quality. RBI has directed banks to charge normal rates without premium for PMEGP loans.

When and how is the subsidy actually credited?

Margin money subsidy credit process is a multi-step sequence over 6-18 months.

Sequence:

  1. Loan sanction: Bank issues sanction letter with subsidy component clearly mentioned
  2. Own margin deposit: Applicant deposits own margin (5-10%) in bank
  3. First disbursement: Bank releases loan tranche for machinery/civil work against bills
  4. Machinery installation: Applicant procures + installs machinery, submits paid bills
  5. Bank claim to KVIC: Bank submits margin money claim through kviconline.gov.in portal within 30 days of first disbursement
  6. KVIC verification: KVIC verifies application + bank documentation + DPR compliance
  7. KVIC approval: Central Sanctioning Committee approves subsidy amount
  8. Subsidy release: KVIC releases subsidy to bank via RBI e-Kuber system — typically 4-6 weeks from claim
  9. Term deposit creation: Bank creates Term Deposit Receipt (TDR) in applicant's name for subsidy amount, marked as lien in bank's favor for 3 years
  10. Physical verification: KVIC/DIC officials visit unit within 6 months of first disbursement — verify machinery installation, employment, production
  11. 3-year lock-in: Unit must operate for 3 years continuously
  12. Subsidy adjustment: After 3 years successful operation, subsidy adjusted against outstanding loan — effectively reducing loan by subsidy amount

Interest on subsidy TDR: Applicant earns interest on subsidy amount held in TDR (typically 5-7% based on bank's fixed deposit rates). This interest can be used to service the loan.

Timeline milestones:

  • Application to sanction: 60-90 days typically
  • Sanction to first disbursement: 15-30 days
  • First disbursement to bank's KVIC claim: 30 days max
  • KVIC claim to subsidy release: 4-6 weeks
  • Total: applicant sees subsidy in TDR within 4-6 months of loan sanction

Subsidy tracking:

  • Bank passbook shows Term Deposit creation
  • KVIC portal shows subsidy release status
  • Our End-to-End Plan tracks all touchpoints with WhatsApp updates

What if unit fails within 3 years? Subsidy clawback — proportionate or full. Bank recovers subsidy from TDR + additional recovery if TDR insufficient. Applicant blacklisted for future KVIC schemes.

Are PMEGP loan interest payments tax deductible?

Yes — both PMEGP loan interest and depreciation on financed assets are fully tax deductible.

Interest deduction:

  • Section 36(1)(iii) of Income Tax Act 1961 — interest on capital borrowed for business is fully deductible from business income
  • Applicable to proprietorships, LLPs, companies, partnerships
  • Interest accrues year-by-year — deductible in the year incurred

Depreciation on assets:

  • Machinery and plant purchased with PMEGP loan: 15% depreciation p.a. (written down value method)
  • Certain machinery categories: higher depreciation (30-40% for pollution control, energy saving devices)
  • Building/civil work: 10% depreciation p.a.
  • Furniture, fixtures: 10-15% depreciation
  • Computer, servers: 40% depreciation

Effective tax benefit on ₹40 lakh project (special rural · 35% subsidy):

  • Loan amount: ₹24 lakh
  • Interest Y1 @ 10%: ~₹2.4 lakh — tax saving @ 30% = ₹72,000
  • Depreciation on machinery (₹22L @ 15%): ₹3.3 lakh — tax saving = ₹99,000
  • Total Y1 tax saving: ~₹1.71 lakh

Subsidy tax treatment:

  • Margin money subsidy is NOT taxable as income when received (capital receipt)
  • However, subsidy reduces the cost of assets for depreciation purposes if attributable to specific assets
  • KVIC subsidy is typically treated as general capital subsidy — asset cost NOT reduced for depreciation
  • Consult your CA for specific treatment

GST implications:

  • PMEGP loan not subject to GST
  • Machinery/raw material purchases subject to normal GST (5-28% depending on HSN)
  • ITC (Input Tax Credit) fully claimable if unit is GST registered
  • Udyam (MSME) registration mandatory before disbursement — GST optional if turnover below ₹40L (₹20L for services)

Section 44AD presumptive taxation:

  • Applicable if turnover ≤ ₹2 crore
  • Presumptive income: 8% of turnover (6% for digital receipts)
  • No need to maintain detailed books — simpler for micro-enterprises

Section 44ADA for professionals:

  • Applicable if professional income ≤ ₹75 lakh
  • Presumptive income: 50% of gross receipts
Can PMEGP be combined with other subsidies or state schemes?

Generally NO — PMEGP prohibits stacking with duplicate central subsidy schemes. But some state-specific combinations are permitted case-by-case.

Central schemes NOT combinable with PMEGP:

  • PMRY (Prime Minister's Rojgar Yojana) — legacy, discontinued
  • REGP (Rural Employment Generation Programme) — legacy, subsumed into PMEGP
  • Any Central Government scheme claiming credit-linked capital subsidy for MSME
  • Interest subsidy under any other MSME central scheme

Central schemes potentially combinable:

  • CGTMSE credit guarantee: PMEGP loans can be covered under CGTMSE for collateral-free portion — most banks do this by default
  • Mudra Yojana: Cannot combine directly, but Mudra can be used for expansion after 3-year PMEGP lock-in ends
  • Stand-Up India: Separate scheme for SC/ST/women — cannot combine with PMEGP
  • PM Vishwakarma: Different tools/training benefit — can potentially combine (check with KVIC)
  • MOFPI cold chain / food processing: Separate capital subsidy for cold chain — permitted alongside PMEGP loan
  • PMFME (PM Formalization of Micro Food Enterprises): Food processing units may combine with PMEGP for some benefits
  • MOFPI PMKSY (PM Kisan Sampada Yojana): Different subsidy for post-harvest infrastructure

State-specific combinations (case-by-case):

  • Uttarakhand: Mukhya Mantri Swarozgar Yojana + PMEGP — partial combination allowed with capital subsidy caps
  • UP: MSME Sathi + PMEGP — permitted for interest subvention (subsidy on interest, not principal)
  • Maharashtra: CMEGP (Chief Minister's Employment Generation Programme) — separate scheme, cannot combine but can substitute
  • Punjab: Multiple state-level schemes — check district-specific applicability
  • Bihar: Mukhya Mantri Udyami Yojana — some overlap, check state industries department

Family PMEGP restrictions:

  • One family (self + spouse) = one PMEGP loan. If spouse already availed PMEGP, applicant disqualified even under different name.
  • Adult siblings living in same household — no restriction; each can file independently
  • Parents-children — no restriction; each qualifies independently as separate family
  • Divorced/widowed applicants — file independently, no spousal dependency

How KVIC catches double-subsidy:

  • Aadhaar-based deduplication at portal stage
  • PAN cross-verification
  • Bank CIBIL and subsidy database checks
  • Physical verification cross-references
  • Post-facto audits

Consequence of undisclosed prior subsidy:

  • Immediate subsidy clawback
  • Loan converted to normal commercial rate
  • Applicant blacklisted for all central MSME schemes
  • Possible FIR under fraudulent misrepresentation

Our advisory always includes prior-subsidy verification in Session 1 — before DPR work begins.

  • Loan sanction letter issued
  • Applicant deposits own margin (5-10%)
  • Loan documentation execution
  • Insurance on machinery/premises
  • Stamp duty payment
  • First disbursement for machinery advance

Phase 7 · Days 120-180 · Subsidy Credit

  • Bank submits margin money claim to KVIC via portal within 30 days of first disbursement
  • KVIC verifies + approves
  • KVIC releases subsidy via RBI e-Kuber (4-6 weeks)
  • Bank creates Term Deposit for subsidy amount
  • Applicant sees subsidy in TDR

Phase 8 · Months 6-12 · Operations

  • Machinery installation
  • Physical verification by KVIC/DIC within 6 months
  • Working capital utilization
  • Employment ramp-up
  • First-year operational

Phase 9 · Months 12-36 · Lock-in Period

  • Unit runs for 3 years continuously
  • Subsidy adjusted against loan after 3 years successful operation
  • Any closure/failure within 3 years triggers subsidy clawback

Fastest cases: 75-90 days from application to disbursement (special category + rural + strong DPR + fast bank)
Median cases: 120-150 days from application to disbursement
Slow cases: 6-9 months (bank backlog, DPR revisions, DTFC delays)

What is the 3-year lock-in and what happens if my business fails?

The 3-year lock-in is the most critical PMEGP obligation — the margin money subsidy is contingent on 3 years of continuous unit operation.

Structure of the lock-in:

  • Subsidy amount is NOT credited directly to applicant's account
  • KVIC releases subsidy to bank
  • Bank creates a Term Deposit Receipt (TDR) in applicant's name for subsidy amount
  • TDR is marked with lien in bank's favor for 3 years
  • Applicant earns interest on TDR (5-7% typically)
  • After 3 years successful operation: subsidy adjusted against outstanding loan, effectively reducing principal

What constitutes "continuous operation":

  • Unit remains at declared location
  • Ownership stays with original applicant (no transfer/sale)
  • Business activity continues in same/related domain
  • Employment maintained (though not always strictly enforced)
  • Machinery not sold or disposed off
  • Loan servicing continues (though delays alone don't break lock-in)

What breaks the lock-in:

  1. Unit closure: Ceasing operations for extended period (typically > 90 days)
  2. Unit sale: Selling to third party
  3. Ownership transfer: Change of proprietor/legal entity
  4. Location change: Moving unit to different state (some flexibility within state)
  5. Machinery disposal: Selling primary machinery within 3 years
  6. Change of business activity: Switching from manufacturing to trading, etc.
  7. Fraud/misrepresentation: Any post-facto discovery

Subsidy clawback process if lock-in breaks:

  1. Bank identifies breach through physical verification or loan default
  2. Bank reports to KVIC
  3. KVIC initiates recovery proceedings
  4. Bank forfeits TDR — subsidy amount adjusted against outstanding loan or paid back to KVIC
  5. If TDR insufficient: recovery from applicant's other assets
  6. Applicant's name added to KVIC blacklist
  7. All future MSME central schemes blocked

Genuine failure scenarios (partner dispute, pandemic-like shock, health issues):

  • KVIC has no formal waiver policy — clawback is mandated
  • Some case-by-case relief in extreme documented circumstances (natural disasters, medical emergencies)
  • Bank may negotiate restructuring but subsidy clawback stays
  • Better to seek voluntary loan restructuring + continue partial operations than to close unit outright

Strategies to survive the 3-year lock-in:

  1. Conservative 5-year projections in DPR — 40-60% capacity utilization Y1, ramp to 80% by Y3
  2. Working capital buffer — 3 months operating cash always
  3. Diversify customer base — no single customer above 30% revenue
  4. Family involvement — spouse or adult child trained in operations for continuity
  5. Insurance — comprehensive machinery + business interruption cover
  6. Compliance calendar — never miss GST/PF/ESI/loan installment
  7. KVIC quarterly meetings — attend and network for scheme updates

Our End-to-End Plan includes 3-year post-disbursement compliance handholding for exactly this reason — we stay with units through the 3-year lock-in.

Can I apply for a second PMEGP loan after completing 3 years?

Yes — after completing the 3-year lock-in successfully, a Second Loan for Upgradation is available under PMEGP with revised rules.

Second Loan for Upgradation — eligibility:

  • Previous PMEGP unit ran successfully for at least 3 years
  • Loan on first unit fully repaid or being repaid on schedule
  • Original margin money subsidy fully adjusted (not clawed back)
  • Unit still operational + growing (not declining)
  • Business needs upgradation — modernization, expansion of capacity, technology upgrade

Second loan structure (upgradation):

  • Project cost ceiling: Up to ₹1 crore (much higher than first loan)
  • Subsidy rate: 15% for all applicants irrespective of category (uniform)
  • Subsidy cap: ₹15 lakh maximum
  • Own margin: 10% mandatory (no special category discount)
  • Bank loan: 75%

Second loan on ₹1 crore upgradation project:

  • Own margin: ₹10 lakh
  • Bank loan: ₹75 lakh
  • Subsidy: ₹15 lakh
  • Total: ₹1 crore

Second loan activities:

  • Modernization of existing machinery
  • Additional machinery for capacity expansion
  • New product line addition
  • Technology upgrade (automation, computerization)
  • Working capital expansion linked to expansion
  • Building expansion/new premises for growth

Second loan NOT for:

  • Completely different business activity (that would be new PMEGP if eligible)
  • Routine working capital (use cash credit facility)
  • Reversing losses of existing unit

Second loan application process:

  • Fresh application on kviconline.gov.in/pmegpeportal
  • New DPR for upgradation project
  • Track record of first unit's performance (last 3 years financials, GST returns)
  • Bank appraisal typically faster (existing relationship)
  • EDP training NOT required for second loan
  • Timeline: 60-90 days typical

Alternative growth routes after PMEGP:

  • CGTMSE: Up to ₹10 crore collateral-free credit with guarantee
  • Mudra Tarun+: Up to ₹20 lakh (mostly for smaller units)
  • Bank term loan: Up to ₹5-10 crore based on financials, no scheme constraints
  • MSME Sub-ordinated Debt: For distressed MSMEs
  • Stand-Up India: For SC/ST/women — up to ₹1 crore
  • PM Vishwakarma: Traditional artisans

Family PMEGP restrictions:

  • One family (self + spouse) = one first-time PMEGP loan
  • After 3-year lock-in completes, family can apply for Second Loan for Upgradation of same unit
  • Family cannot start a completely new PMEGP unit even if spouse hasn't availed
  • Adult children of PMEGP beneficiary: no restriction (they're separate families)
What are the common reasons for PMEGP application rejection?

Understanding rejection patterns helps applicants avoid the most common pitfalls. 60% of PMEGP rejections trace to preventable causes.

Top 10 rejection reasons (2024-25 data across banks):

  1. Weak DPR (~30% of rejections) — Generic templates, unrealistic projections, missing sections, inconsistent numbers, no market analysis, no vendor quotations, wrong working capital ratios
  2. Existing business detected (~15%) — Prior GST registration, existing Udyam, income tax returns showing business income, bank statements showing business transactions, physical verification finding operational unit
  3. Prior subsidy discovered (~10%) — CIBIL/CGTMSE database shows earlier subsidy under PMEGP/PMRY/REGP/state scheme, spouse's PMEGP loan discovered
  4. Negative list activity (~8%) — Applicant misunderstands scheme scope, applies for meat processing, non-Khadi retail, plantation, currency trading, brokerage, etc.
  5. Poor credit history (~7%) — CIBIL score below 650, prior loan defaults, credit card write-offs, cheque bounces
  6. Insufficient collateral/income proof (~6%) — Even though PMEGP requires low own margin, bank may seek additional comfort for larger projects. Insufficient family income for repayment capacity
  7. Location issues (~5%) — Proposed unit in restricted zone, no proper title/lease, agricultural land not converted, industrial estate allocation pending
  8. Category certificate issues (~5%) — Expired SC/ST/OBC certificate, OBC creamy layer issue, women applicant's husband already availed PMEGP
  9. Educational qualification not met (~4%) — Class 8 pass certificate missing for projects >₹10L manufacturing / >₹5L service
  10. DTFC delays or bank backlog (~10%) — Application technically valid but stalls due to processing bandwidth

Silent rejections (application withdrawn or lapses):

  • Applicant unresponsive to bank queries
  • EDP training not completed within specified time
  • Own margin not deposited when called for
  • Machinery quotations expired

How we minimize rejection risk:

  • Pre-screening Session 1 — Category, education, prior subsidy, existing business, negative list, project cost, category — all verified before DPR work begins
  • Strong DPR — bank-tested DPR structure, industry benchmarks for projections, vendor quotation verification, ratio compliance
  • Bank scorecard — 2-3 bank recommendations based on real-time processing speed and MSME cell responsiveness
  • Application QC — Every field verified against DPR + supporting documents before submission
  • Follow-up cadence — Weekly bank status check, monthly DTFC meeting attendance where permitted, KVIC portal monitoring
  • Query response — Bank raises query, we respond within 48 hours with proper documentation

Recovery after rejection:

  1. Understand the specific rejection reason from bank's written communication
  2. Address the deficiency (revise DPR, obtain missing certificate, correct project scope)
  3. Wait 6 months minimum before re-application (KVIC policy)
  4. Re-apply through different implementing agency (if first was KVIC, try DIC/KVIB or vice versa)
  5. Consider applying through different bank if first bank's decision was fundamental
  6. Alternative: pivot to Mudra or CGTMSE if scheme fit is wrong
