Up to ₹10 crore of business credit — without pledging property.
CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) guarantees your lender against default, so the bank can lend without collateral. From April 1, 2025 the ceiling doubled to ₹10 crore per borrower, fees for ₹1-5 crore loans were cut, and women entrepreneurs now get 90% cover. You apply through your bank or NBFC — we pick the right lender, build a bankable file, and make sure every fee concession is claimed.
- CGTMSE eligibility check (Udyam · micro/small class · activity · borrower category)
- Loan proposal + lender shortlist (PSBs · private banks · SFBs · NBFCs)
- Guarantee application coordination with the lender (MLI)
- AGF estimate by slab + category concession check (10-30%)
- Hybrid security structuring where you offer part collateral
- Post-sanction calendar · AGF renewals · 18-month lock-in tracking
The CGTMSE framework in 2026
Three numbers decide what CGTMSE does for you: the ₹10 crore ceiling on covered exposure, the 75-90% cover your category earns, and the 0.37-1.20% annual fee your loan slab attracts. Everything runs through your lender — there is no direct application to CGTMSE.
CGTMSE core mechanics:
- Trust set up by Ministry of MSME + SIDBI; scheme in force since 2000 (now CGS-I)
- Guarantee goes to the lender — you apply through a bank / NBFC
- Udyam registration mandatory (since January 2023)
- New and existing micro & small enterprises · mfg, services, trading
- Covers term loans and working capital, alone or together
Annual Guarantee Fee (from April 1, 2025):
- General Urban: 15% subsidy · 10% own · 75% bank
- General Rural: 25% subsidy · 10% own · 65% bank
- Special Urban: 25% subsidy · 5% own · 70% bank
- Special Rural: 35% subsidy · 5% own · 60% bank (MAX)
Ceilings:
- Scheduled commercial banks: up to ₹10 crore per borrower
- SFBs, RRBs, SFIs, cooperative banks: up to ₹2 crore · MFIs ₹50 lakh
- Above ₹50 lakh: lender's internal rating must be investment grade
Cover by category (guarantees after April 1, 2025):
- Women / Agniveer-promoted: 90%
- SC/ST, PwD, ZED-certified, aspirational district: 85%
- Micro ≤₹5 lakh 85% · NER/J&K/Ladakh 80% (≤₹50 lakh) · others 75%
- Credit-deficient districts (RBI list): +5%
CGTMSE is right for you if...
- You're a micro or small enterprise with Udyam registration and need credit without pledging property — CGTMSE covers facilities up to ₹10 crore per borrower (raised from ₹5 crore on April 1, 2025)
- You're a woman entrepreneur or an Agniveer-promoted MSE — guarantees approved after April 1, 2025 carry 90% cover plus a 10% AGF concession
- You're an SC/ST or PwD entrepreneur, ZED-certified, or in an aspirational district — 85% cover and a 10% fee concession
- Your bank asked for collateral you don't have — the CGTMSE guarantee is what lets the bank lend without it
- You need a term loan, working capital, or both — either facility alone or together can be covered
- You have some collateral but not enough — the Hybrid Security model lets the bank take collateral for part and cover the rest under CGTMSE
Look elsewhere in these scenarios...
- You're a self-help group (SHG) or your activity isn't an MSE activity under Udyam (e.g. farming) — not eligible
- You don't have Udyam registration — it's been mandatory for CGTMSE cover since January 16, 2023. Get Udyam first (free)
- You want a guarantee without a bank loan — CGTMSE guarantees the lender. The bank must sanction your loan first
- Your credit history is weak — the bank still appraises you normally; for loans above ₹50 lakh the proposal must be internally rated investment grade
- You need more than ₹10 crore — cover stops at ₹10 crore per borrower; the balance needs conventional secured lending
- You're a DPIIT-recognized startup needing ₹10-20 crore — that's the separate CGSS (run by NCGTC), which we also handle
What CGTMSE actually delivers
Every benefit anchored to the April 2025 scheme rules · ₹10 Cr ceiling · 75-90% cover by category · seven AGF slabs · stackable concessions · Hybrid Security · term loan and working capital together.
₹10 Crore Cover per Borrower · Doubled April 2025
Following the Budget 2025-26 announcement, CGTMSE raised its guarantee ceiling from ₹5 crore to ₹10 crore for guarantees approved on or after April 1, 2025 (Circular No. 250/2024-25). The cap is on total exposure per borrower, counted across term loans and working capital. Trading (retail and wholesale) is aligned with every other activity on ceiling, cover and fees, and loans to educational and training institutions are also eligible. The trust itself was set up by the Ministry of MSME and SIDBI, with the scheme in force since August 2000.
90% Cover for Women · 85% for Priority Groups
The guarantee pays the lender a percentage of the amount in default. For guarantees approved after April 1, 2025: women entrepreneurs and Agniveer-promoted MSEs get 90% (up to ₹10 crore); SC/ST, PwD, ZED-certified and aspirational-district MSEs get 85%; micro-enterprise loans up to ₹5 lakh get 85%; NER, J&K and Ladakh units get 80% up to ₹50 lakh; everyone else 75%. Units in RBI's 184 Identified Credit Deficient Districts get an extra 5 percentage points. Higher cover means less risk for the bank, which is what moves a borderline file to sanction.
AGF 0.37-1.20% · Reduced for ₹1-5 Cr in 2025
The Annual Guarantee Fee is the cost of the cover. Slabs from April 1, 2025 (Circular 251/2024-25): up to ₹10 lakh 0.37% · ₹10-50 lakh 0.55% · ₹50 lakh-1 crore 0.60% · ₹1-2 crore 0.85% · ₹2-5 crore 1.00% · ₹5-8 crore 1.10% · ₹8-10 crore 1.20%. Year 1 is charged on the sanctioned amount, later years on the outstanding. Rates are before 18% GST, which is claimable as input tax credit. Whether the fee is passed on to you is the lender's decision, and a lender's own portfolio can add a risk premium or earn a 10% discount.
Up to 30% Fee Concession · Three Stackable Buckets
CGTMSE gives a 10% AGF concession in each of three buckets: social (women, SC/ST, PwD, Agniveers), geographic (NER including Sikkim, J&K and Ladakh up to ₹50 lakh; aspirational districts; credit-deficient districts) and MSE status (ZED-certified). An MSE that qualifies in all three gets the maximum 30%. Example: a ZED-certified, woman-owned unit in Haridwar (an aspirational district) borrowing ₹1.5 crore pays 0.85% × 0.70 ≈ 0.60% instead of 0.85%. We check every bucket against your certificates and district.
Hybrid Security · Part Collateral, Rest Guaranteed
Since 2018, CGTMSE's Hybrid Security product lets the lender take collateral for part of the facility and cover the remaining part under CGTMSE, up to ₹10 crore. CGTMSE holds only a notional charge on the collateral, and the fee after year 1 is charged on the outstanding net of the collateral value — so offering some property lowers your AGF. It works at any loan size, and is often the best structure for a family business with one property but a bigger requirement.
Term Loan, Working Capital, or Both
CGTMSE covers term loans (machinery, civil work, vehicles, technology) and working capital (cash credit, overdraft, non-fund limits), either on its own or together — fund and non-fund based. Working-capital cover runs in five-year blocks and the old 10-year tenure cap on WC has been removed. The ₹10 crore ceiling applies to the combined exposure, so we plan the capex/working-capital split up front to use the ceiling well.

Udyam mandatory before CGTMSE — register at udyamregistration.gov.in (free · 15 days)Loan sanction + guarantee application filing
Loan application filed with the chosen lender. Bank appraises financials, debt-service coverage, working-capital ratios, credit history and viability; files above ₹50 lakh need an investment-grade internal rating. After sanction, the lender lodges the guarantee application on the CGTMSE portal and a CGPAN is generated.
Bank sanction comes FIRST; CGTMSE guarantee follows to protect bank — not to sanction loanLoan documents + guarantee fee + disbursement
CGTMSE raises the fee demand; the lender pays it and cover must start before disbursement. Year-1 AGF is on the sanctioned amount (0.37-1.20% by slab, less any concessions). If the lender passes it on, it is debited to your account with 18% GST — claim that as input tax credit. Loan documents executed, then first tranche released.
Year 1 AGF on sanctioned amount · later years on outstanding (updated every January)Business operations + guarantee renewal cycle
Business runs on the financed assets. Each February the lender pays the renewal AGF on the outstanding. If the account turns NPA, the lender can claim after the 18-month lock-in (9 months for loans ≤₹10 lakh with ≤36-month tenor): CGTMSE pays 75% of the eligible amount first and the rest after recovery proceedings conclude. You remain liable for the full debt.
Guarantee protects LENDER, not borrower — full repayment obligation stays with you6 common CGTMSE mistakes — and how to avoid them
#1: trying to apply to CGTMSE directly. #2: no Udyam. #3: expecting the guarantee to fix a weak file. Plus choosing a lender whose ceiling is too low, ignoring the annual fee, and mixing collateral into a CGTMSE loan the wrong way.
Applying directly to CGTMSE · No such route exists
The most common misconception: trying to apply to CGTMSE directly. There is no borrower route. Only Member Lending Institutions (banks, financial institutions, eligible NBFCs) can lodge guarantee applications, and only after they sanction your loan. Approaching CGTMSE offices simply sends you back to a bank — weeks lost.
Skipping Udyam registration · Instant rejection
CGTMSE requires a valid Udyam Registration Number for every guarantee application lodged since January 16, 2023. Applicants assume GST and a trade licence are enough. Without Udyam, the lender can't obtain cover — so the loan either stalls or comes back with a collateral demand.
Assuming CGTMSE = guaranteed loan approval
CGTMSE protects the lender; it doesn't oblige anyone to lend. The bank still does a full appraisal — credit history, projected debt-service coverage, working-capital ratios, promoter contribution and sector risk — and for loans above ₹50 lakh the proposal must clear an investment-grade internal rating. Weak fundamentals get declined whether or not CGTMSE is available.
Wrong lender for the ticket size · Silent cap problems
Lenders differ. Small finance banks, RRBs, state financial institutions and cooperative banks can only cover up to ₹2 crore per borrower (MFIs ₹50 lakh), so a ₹4 crore request at an SFB can't be fully covered. Branches also vary widely in MSME appetite and turnaround, and a slow lender can outlast your machinery quotations.
Ignoring AGF (Annual Guarantee Fee) implications · Cost surprise
The guarantee isn't free. On a ₹5 crore term loan over 7 years at the 1.00% slab (₹2-5 crore), year 1 alone costs ₹5 lakh + GST if passed on, and the total over the tenor runs to roughly ₹20 lakh. Borrowers compare interest rates and forget the AGF, then get a surprise debit every February.
Taking collateral on a "CGTMSE" loan · Claim gets rejected
CGTMSE cover is for credit given without collateral or third-party guarantees. Some borrowers pledge property "just in case" while the bank also takes CGTMSE cover — and CGTMSE rejects claims where collateral or third-party guarantees were obtained outside the rules. Others ask for cover above the ₹10 crore per-borrower ceiling and are refused.

"CGTMSE works — if you approach it right. People lose weeks trying to apply to CGTMSE directly, go to a lender whose ceiling is too low for their ticket, or get sanctioned and then find the Udyam classification doesn't match. The April 2025 changes made it far more valuable: ₹10 crore of cover, 90% for women entrepreneurs, cheaper fees for ₹1-5 crore loans. But concessions only apply when someone claims them with the right certificates. We do."

What is CGTMSE and how does it actually work?
CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises) was set up by the Ministry of MSME and SIDBI; its Credit Guarantee Scheme has been in force since August 2000 and now runs as CGS-I.
- You apply to a bank, financial institution or eligible NBFC (a Member Lending Institution) for a loan without collateral
- The lender appraises and sanctions
- The lender lodges a guarantee application on the CGTMSE portal; a CGPAN is generated
- The lender pays the Annual Guarantee Fee; cover starts, then the loan is disbursed
- If the account turns NPA, after the lock-in the lender claims — CGTMSE pays 75% of the eligible amount first and the balance after recovery proceedings
- You remain liable for the whole debt
Key numbers (guarantees approved from April 1, 2025):
- Ceiling ₹10 crore per borrower (was ₹5 crore)
- Cover 75-90% of the amount in default, by category
- AGF 0.37-1.20% p.a. by loan slab, before GST
- Udyam registration mandatory
CGTMSE vs Mudra vs PMEGP — which one should I choose?
These solve different problems:
- CGTMSE — a guarantee that lets a bank lend to a micro/small enterprise without collateral, up to ₹10 crore. New or existing units. No subsidy; you pay an AGF.
- Mudra (PMMY) — the loan product itself for micro units, up to ₹20 lakh (Tarun Plus). Mudra loans are guaranteed by CGFMU (run by NCGTC), not CGTMSE.
- PMEGP — bank loan plus 15-35% margin money subsidy, new units only, with EDP training. PMEGP loans can themselves be covered by CGTMSE.
Rule of thumb: existing MSE needing ₹25 lakh-10 crore without collateral → CGTMSE. Small, quick micro requirement → Mudra. First-time founder who qualifies for subsidy → PMEGP first. DPIIT startup → look at CGSS.
How does the ₹10 crore ceiling work?
From April 1, 2025 (CGTMSE Circular No. 250/2024-25), the ceiling rose from ₹5 crore to ₹10 crore for guarantees approved on or after that date, including enhancements of existing covered working-capital accounts.
- It is a cap on total covered exposure per borrower — term loan and working capital together
- For partly disbursed term loans the full sanction counts; for working capital the sanctioned limit counts
- Small finance banks, RRBs, state financial institutions and cooperative banks can cover up to ₹2 crore per borrower; MFIs up to ₹50 lakh
- Above ₹10 crore, the excess needs conventional (secured) lending
Hybrid Security: if you can offer some collateral, the lender takes it for part of the facility and covers the rest under CGTMSE (within ₹10 crore). The fee after year 1 is charged net of the collateral, so it is cheaper.
Startups: DPIIT-recognized startups have a separate scheme, CGSS, run by NCGTC for DPIIT, covering up to ₹20 crore.
What is the Annual Guarantee Fee (AGF) and how much will I pay?
Standard rates from April 1, 2025 (Circular No. 251/2024-25), before GST:
- Up to ₹10 lakh: 0.37%
- ₹10-50 lakh: 0.55%
- ₹50 lakh-1 crore: 0.60%
- ₹1-2 crore: 0.85%
- ₹2-5 crore: 1.00%
- ₹5-8 crore: 1.10%
- ₹8-10 crore: 1.20%
How it is charged: year 1 on the sanctioned amount; later years on the outstanding (term loans as at 31 December; working capital on peak use). The lender pays CGTMSE and decides whether to pass it on to you. 18% GST applies, claimable as ITC if the invoice carries your GSTIN.
Concessions (10% each, max 30%): social (women, SC/ST, PwD, Agniveers) · geographic (NER incl. Sikkim, J&K, Ladakh up to ₹50 lakh; aspirational districts; credit-deficient districts) · ZED-certified.
Lender adjustment: lenders with good portfolios get 10% off the standard rate; high-risk portfolios pay a premium of up to 70%.
Illustration — ₹5 crore, 7-year term loan, 1.00% slab: year 1 ≈ ₹5 lakh; total over the tenor ≈ ₹20 lakh, before GST and concessions. AGF is generally a deductible business expense — confirm with your tax adviser.
What is the total cost of a CGTMSE-backed loan?
Interest (set by the lender under RBI rules — CGTMSE does not fix it) + processing fee + AGF + GST on AGF + documentation/stamp duty + insurance on financed assets + our fee.
Illustration — ₹5 crore, 7 years, standard borrower:
- AGF at 1.00%: ≈ ₹5 lakh in year 1, ≈ ₹20 lakh over the tenor
- With a 20% concession (e.g. woman-owned + aspirational district): ≈ ₹16 lakh
- GST on AGF is claimable as ITC if you are GST-registered
Against a collateral loan: a mortgage route has no AGF, but you pay valuation, legal and (in many states) mortgage stamp duty, and you tie up the property. For businesses without spare property, CGTMSE is usually the only route; if you have some property, the Hybrid model often gives the lowest all-in cost.
Is CGTMSE really collateral-free? Any hidden security requirements?
Yes on the covered portion — CGTMSE covers credit given without collateral security or third-party guarantees, and claims can be rejected if these were taken outside the rules.
What is normal and allowed:
- Hypothecation of the machinery, stock and receivables being financed
- Standing instructions / NACH for EMIs
- Insurance on financed assets
- Promoter personal guarantees — depends on the lender's policy; ask
Hypothecation vs collateral: hypothecation is a charge on the assets the loan buys; collateral is separate property (house, land, FDs) pledged as extra security. CGTMSE replaces the second, not the first.
If you want to offer some property: use the Hybrid Security model — collateral for part, CGTMSE for the rest, with the fee charged net of collateral after year 1.
What happens if I default? Does CGTMSE pay my loan?
No — CGTMSE compensates the lender, not you.
- The account turns NPA; the lender must mark it on the CGTMSE portal by the end of the next quarter
- The lender recalls the loan and, except for small claims where legal action is waived (up to ₹10 lakh), starts recovery action
- After the lock-in (18 months; 9 months for loans ≤₹10 lakh with tenor ≤36 months), the lender claims
- CGTMSE pays 75% of the eligible guaranteed amount as the first instalment; the balance after recovery concludes
- Any later recoveries are shared back with CGTMSE
For you: the full debt remains payable, the default is reported to credit bureaus, financed assets can be enforced against, and any personal guarantee can be invoked.
Prevention: size debt conservatively, keep a cash buffer, talk to the bank early if trouble brews — restructuring is far better than NPA.
Can I combine CGTMSE with other schemes?
Works alongside CGTMSE:
- PMEGP — PMEGP loans can be covered under CGTMSE
- Capital or interest subsidies (central or state) — these don't block guarantee cover
- State top-up guarantees — CGTMSE has tie-ups that raise cover further, e.g. Manipur and Assam (to 100%), Meghalaya and Goa (to 95%), Tamil Nadu (up to 90%), West Bengal and Odisha (100% for small loans), and Rajasthan paying AGF for eligible SC/ST borrowers
Not CGTMSE: Mudra loans (CGFMU), Stand-Up India and startup loans under CGSS are guaranteed through NCGTC schemes — different trust, different rules.
Limit: total CGTMSE-covered exposure per borrower stays within ₹10 crore across lenders.
How long does the CGTMSE-backed loan process take?
Typically 3-6 weeks from a complete application to disbursement, most of it the bank's appraisal.
- Week 1 — preparation: Udyam, documents, projections, lender choice
- Weeks 2-4 — appraisal: branch/credit-centre review, site visit, credit bureau check, internal rating for loans above ₹50 lakh, sanction
- Guarantee: the lender lodges the application on the CGTMSE portal and pays the fee; cover starts before disbursement
- Weeks 4-6 — documentation and disbursement
What slows it down: incomplete files, weak financials, lender backlog, repeated query cycles, and quotations expiring mid-process. Our End-to-End Plan targets 3-5 weeks for well-prepared files.
What is CGSS and how is it different from CGTMSE?
CGSS (Credit Guarantee Scheme for Startups) is a DPIIT scheme operated through NCGTC (National Credit Guarantee Trustee Company) — a different trust from CGTMSE.
- Who: DPIIT-recognized startups (no Udyam MSE requirement)
- Size: up to ₹20 crore per borrower (revised framework notified May 8, 2025)
- Cover: 85% for facilities up to ₹10 crore; 75% above ₹10 crore up to ₹20 crore
- Lenders: scheduled commercial banks, NBFCs and SEBI-registered AIF venture debt funds
- Instruments: venture debt, working capital, subordinated/mezzanine debt, debentures and more
Related startup benefits: Section 80-IAC tax holiday (for eligible startups with inter-ministerial board approval) and DPIIT self-certification for certain labour/environment laws. Angel tax under Section 56(2)(viib) was abolished from AY 2025-26, so no exemption filing is needed.
Our CGSS Startup Package handles DPIIT recognition, lender targeting and the CGSS application.
What happens if my business grows beyond micro/small limits?
Thresholds from April 1, 2025: micro — investment ≤₹2.5 crore, turnover ≤₹10 crore; small — ≤₹25 crore, ≤₹100 crore; medium — ≤₹125 crore, ≤₹500 crore.
- CGS-I covers micro and small enterprises; new cover isn't available once you are medium
- Existing guarantees continue for their tenure as long as fees are paid
- Udyam reclassifies you from ITR/GST data; MSME notifications give upgraded units a transition period for non-tax benefits — check how your lender applies it to new cover
Plan ahead: time large drawdowns before you cross thresholds, build lender relationships that will carry you into secured lending, and for DPIIT startups consider CGSS.
Can NBFCs and small finance banks give CGTMSE-backed loans?
Yes — CGTMSE's Member Lending Institutions include public and private sector banks, foreign banks, RRBs, small finance banks, cooperative banks, state financial institutions, eligible NBFCs and MFIs. Check the current list on cgtmse.in.
Ceilings differ by lender type:
- Scheduled commercial banks: up to ₹10 crore per borrower
- SFBs, RRBs, state financial institutions, cooperative banks: up to ₹2 crore
- MFIs: up to ₹50 lakh
Choosing: NBFCs are often quicker and more flexible on sector but usually price higher; banks are cheaper for bigger tickets; SFBs sit in between and suit ₹25 lakh-2 crore. We weigh speed, pricing, margin requirements, personal-guarantee policy and branch MSME experience.
